September 2025 HUD Code Standards: What Installers Must Know

The Department of Housing and Urban Development (HUD) has finalized its structural and thermal performance standards update, set to take full effect on September 1, 2025. These updates represent the most significant revisions to the federal manufactured housing construction codes in over a decade.

1. Foundation Anchoring & Wind Zone Compliance

Under the new 24 CFR Part 3280 standards, structural anchoring specifications have been tightened for homes destined for Wind Zone II and Wind Zone III coastal regions. Installers must adhere to updated wind load coefficient maps, requiring a 15% increase in anchoring density near outer chassis corners.

• Zone II Requirements: Diagonal tie-downs must now be spaced at a maximum of 4.5 feet on center (down from 5.5 feet) for homes built with eave heights exceeding 10 feet.
• Zone III Requirements: All sidewall anchor straps must connect directly to concrete footing runners via heavy-duty tension adjustments. Slag-block foundations without perimeter concrete beams are no longer permitted for FHA loans.

2. Thermal Compliance Thresholds

The thermal envelope standards have been updated to match modern Energy Star benchmarks. Installers and setup contractors are now required to certify that field-joined sections (marriage lines) are sealed using polyurethane gaskets with a minimum R-value of R-14.

3. Verification and Site Inspection Logs

Installers must document marriage-line sealing and corner anchoring configurations with digital photographic logs. These logs must be attached to the final HUD 309 compliance checklist and submitted to the state housing inspector within 30 days of setup completion.
